I currently have Java 6 Update 13 _____ JAVA SETUP ERROR 1723. THERE IS A PROBLEM WITH THIS WINDOWS INSTALLER PACKAGE. A DLL REQUIRED FOR THIS INSTALL TO COMPLETE COULD NOT BE RUN.
I was working on a program in Eclipse. I went to run it, and ran into some 'unknown source' errors, so I tried to reinstall my java and ran into some annoying errors. First thing I ran into was an error saying that Z: is an invalid drive during the uninstall of the JRE.
I used to have a Z partition on my drive with some stuff installed to it, but that has since been changed. I tried again, and ran into a 1723 error, which from what I've found is a problem with the Windows Installer. I'm running Windows 7 and haven't found anything so I can reinstall it. I ran into the same 1723 error when trying to install java over top of the failed uninstall. Any ideas?

I had a similar problem on my Windows 7 box where I was trying to uninstall Java and do a clean install of a newer version. Something got messed up and I would get the 1723 error message during the uninstall and attempted reinstall. Here's information about how I was able to fix the problem, and maybe this will help you:
Look at the log files for the uninstall/reinstall. On Windows 7 they can be found at c:usersusernameAppDataLocalTemp
The java_install.log
didn't show any extra information, but I had several MSI#####
log files that contained error messages about the failed uninstall. The message was: Error 1723.There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. There was indeed no regutils.dll
file, and not even the bin
directory was there. So I copied over a regutils.dll
file from another computer, ran the uninstaller, and it worked. Then the new clean install of Java also worked.
So take a look at your logfiles and hopefully that will give you more detailed information about the 1723 error.
I ran into the same situation and I could find another way to solve this issue.
I downloaded the offline version from JRE6 and did install this - with default preferences- first. After that I installed the offline JDK version, also with default preferences. When I got the a positiv feedback from installer, I deinstalled both versions and installed the pure JDK in a folder of my choice.

Try to remove Java using Windows
After it is removed restart your computer and then try to install the latest version Java. If this too fails then the next option will be to reinstall Windows Installer.

Try to remove Java using Windows Cleanup utility.

I spent about 6 hours with Windows Vista support. I tried using the recommended fix, it didn't work, and the multiple Windows technicians they tried to do the same thing. No Joy.
Basically it is a corrupted Java file update. I am unable to remove the file, or update to a newer version. I was advised to re install the Java 6 Update 12 or 13, and then update to newest Java. Easier said than done. I can't find an older version to Java, and Java support is non existent.
If someone has a link to an older Java version, or advice I would appreciate it.

I downloaded Java 6 Updates 11, 12 and 13. I'm still unable to remove the corrupted Java 6 Update 13.
I'm unable to load 14,15 or 16.
I get Error 1723 just as before.
I would re-install Java 6.13, then un-install it with Revo (option 4)

That is a very cool link, however the corrupted version of Jave 6 Update 13 does not appear. It still appears in control panel, but I'm not able to remove it from that location either. I'm having the same issue.

How do I manually delete? When I go to control panel, and try to delete java file it's as if the file doesn't exist. I highlight, but don't get an option to uninstall.

Delete the Java files directly in C:Program Files. Also check through your AppData folders for the entries there.
When they are deleted, shut down the computer for at least 10 seconds, then clean the Registry with CCleaner.
I am having the same problem. I did almost everything as instructed. I downloaded the Windows Installer as Santo said. But when I try to install that 'Windows update standalone installer' it says 'The update is not applicable for your computer'. I have tried literally everything. I cleaned the registry. Removed Java 6.0.19. But now I cant even install the previous 6.0.19. It's saying the same 'ERROR 1723'

You might have gotten a trojan in one of the Java files.
Happened to me. Ran antimalware and it found a couple of trojans. I had to delete as LH suggested, manually. Cleaned my registry and then was able to install Jave from scratch including latest update. http://www.filehippo.com/download_malwarebytes_anti_malware/

I am not a user of this site really.. but I haven't seen a fix to this problem.. and so am posting here. Don't bother with SUN's instructions or with javafixer.com. Their fix your windows installer is actually bad advice in this case- premature!
The really problematic case where nothing works, happens when Java has been partially or fully removed but there is still one more installer left pointed to in the registry. Java Runtime could have been installed/reinstalled by multiple programs. And you may even have (or have had) several JREs in your machine, more than one pointing to the same JRE. When uninstalling, one of those JRE uninstallers (or something external) could have removed the JREs but it won't remove other 'installed programs/uninstaller' entries in your registry. After doing the steps below, if you check your Add/Remove programs or just Programs in Vista/7 you will no longer see Java listed.
First search and find your windows/installer folder and delete the file that is your java installer. It is an exe file. You may need to unhide hidden files, give yourself admin access, ask to see protected system files etc through folder options. do all of that before deleting the installers. Next, open regedit and look a subkey which contains 'Java' and 'installer' in its data, in one of the values. Delete the whole thing. Recheck your registry so that there are no references at all to java. NOW and only now, install Java through the installer of your choice. You don't really have to delete the installers- just the registry delete is enough. But, why leave a silly installer hanging around?
The fault in this whole mess is with SUN/Oracle in that they allow so many copies of JREs to coexist and be dropped in by every java application out there and don't maintain it uniquely, though the 'Java Control Panel' is unique. So you have idiotic scenarios like different javas on your computer each trying to update it, while only one runs as the 'real java' with websites and applications; and the crosscutting uninstalls end up happening one day. You bet this don't happen on Sun's own Solaris.
There is the alternative possibility of a faulty JRE installation or the corruption of your windows installer. For the first, search and delete everything manually and follow the steps above. For the second, you will need to delete it and get a new copy of the windows installer from microsoft.com
These are less likely to be the case. This is not a trojan issue for crying out load. Unless you consider Windows a virus and java a trojan.
Hi GreatCapuchin, I think you are pointing at the right direction! I got this error 1723 after I accidently hit the Shutdown button while installing the Java - it was partially installed, I guess! I'll try your suggestion.
As it's taken me hours to sort out this problem, I'll post what I did to achieve success. Thanks to GreatCapuchin for starting me out. This is what worked for me personally, and I am not qualified to give advice, so be careful if you follow what I did.
I used Regedit to remove ALL reference to Java in the HKEY_LOCAL_MACHINE & HKEY_CURRENT_USER keys - I just deleted the subkeys entirely rather than looking for specific values - and then used the Windows Installer Cleanup utility (msicuu2.exe) downloaded after a brief search online. Microsoft have withdrawn this program I believe because it can corrupt certain Office programs if misused, but all I used it for was to remove all incidences of the Java installation. And that's it! Just re-install Java using whatever installer floats your boat afterwards.
In my case I found the error was java installation directory was missing files, so my solution was:
run the install program from command prompt with options /L* tmpinstall.log to get a log file. Do not continue the install, to be able to exctract the msi and cab files from temp directory as seen in the install log file.
Unzip .cab and manually copying files to install directories (don't forget jre.msi). Then the error disappeared and uninstall completed successfully. And then I just did a reinstall. :-)

I ran into this problem and after several hours of searching for a solution i finally figured it out. I tried countless solutions on tons of different forums. What I did is I deleted the jre6 folder located at C:/Program Files(x86)/Java/jre6/. Then i copied the jre6 folder from another computer that had a functioning Java runtime environment, onto the computer with the 1723 error.

Have seen this problem more times than I care to count. Yes, this is an old thread, but if this helps.. (It's worked for us 43 times on Windows 7, and counting).
If you have access to another computer with Java installed, copy the ENTIRE jre6 folder from {adjust for your PC] c:windowsprogram filesjava from a working PC, over to the PC with the 1723 error. You SHOULD be able to run your uninstall now.
It's probably an overkill fix, but it takes just a couple seconds on a 100Mb LAN, and no reboots or any regedits required.
Also note that if you're running a 64-bit OS, be sure to load the 32-bit AND the 64-bit versions of JRE and save yourself a headache or three later.

I faced almost the same problem when I was trying to uninstall my JDK/JRE and tried a lot of ways explained above but doesn't got them uninstalled.
Finally got the issue fixed using the Microsoft tool - FixIt. I hope the same would be useful to guys still facing the same problem.

According to the error message u received and you couldn't complete your installation, this is an install shield error code which indicates that the installation process failed. In the java website they said that the root cause of this problem is yet unkown. In order to resolve this issue, the Java help center page of this error number suggests that u try to remove any traces of the failed java installation by uninstalling java, follow this link inorder to uinstall java successfully: http://java.com/en/download/help/uninstall_java.xml. How I solved the problem in a surprisingly simple way:
I couldn't even uninstall Java from my machine since I get the same error 1723. Couldn't install a newer version either, same error. Tried many solutions listed above (eg. deleting registries, manually deleting Java file folder under c:Program Files, etc..) but still couldn't get rid of error 1723.
Then finally I went to this official Microsoft site:

Run the program.
1) It asks what kind of problem I am having (install or uninstall), I selected 'uninstall.'
2) Then select 'Detect problems and let me choose' (option 2). It will run and detect list of applications.
3) From the list of applications presented, select Java.
4) Let the program do the work of uninstalling Java. It should say fix was successful on the final screen.
5) Then download the newest Java version and install.
Unregister and Re-register Windows installer::
On the 'Start' menu, Type Run in the search bar and hit enter.
In the 'Open' box, type 'msiexec /unreg', and then press ENTER.
On the 'Start' menu, Type” Run” in the search bar and hit enter.
In the 'Open' box, type 'msiexec /regserver', and then press ENTER.
If re-registering windows installer didn't work then - Uninstall Java and reinstall the latest version.
I ran into this issue also. Turned out that one of the comments applied to my case. I had a number of trojans on my machine. I cleaned them all, deleted the java folder. But the java name is still listed in my list of software, and I can not uninstall it. How do I clean that entry. I ran ccleaner, and went through the automatic fix of registry. I am new to ccleaner, so if there is a configuration in there, which I should have done, please help me out. Oh btw, I have windows 7. Shall i post in a different forum? I only posted here since the issue is very similar to what I have run into.

Another method which worked for me but is rather obscure. you can install a trial copy of autodesk AutoCAD software. This has a series of runtime environments and updates which it uses which fixed my error 1723 while installing other software. Afterwards, you can uninstall AutoCAD.
